Herne is the ancient village that gave the bay its name, about two kilometres inland, and the Thanet Way divides it from the town. Herne Windmill, a smock mill built in 1789, is Grade I listed, and the village centre has its own conservation area record, The Herne, registered on 1 May 1990.

That mix of old and newer housing matters for roofs. Next to a listed building, or inside The Herne record, the planning questions come before the engineering ones: listed buildings need consent, and in a conservation area panels cannot go on a wall that fronts a highway. Plenty of the homes outside that small core are ordinary semis and detached houses, with the same 3.5 to 5 kWp sizing as the rest of the ward.

Herne and Broomfield is its own civil parish.
